The Racing Yacht Club is pleased to announce that the 4th Asean Regatta will take place at Admiral Marina, Port Dickson from the 22nd to 26th October 2003. The aim is to hold a high profile 4-day event that meets the demands of top-level keelboats and serious racing sailors in the South East Asian region each year.

This regatta has quickly attracted a very competitive fleet by focusing on providing international standard yacht racing. Many of the top racing yachts have already confirmed or expressed keen interest in competing this year. They include a Farr 36 and Mills 46, two new designs from the highly regarded race boat builders DK Yachts, Pla Loma a modified Reichel Pugh, Pasaya and Jativa both Farr 40 One Designs, Yo! a Murray Burns Dovell 50', Luna Nuova a Murray Burns Dovell 46, Mandrake a Mills 50 Design, Hi Fidelity a Hugh Welbourne 46, Stella a Sydney 38, Panic, Gotcha, Hocux Pocux, Piccolo and Foxy Lady. This year for the first time there will be a Sportsboat Class that is expected to compliment the racing class. There will be more up dates on this new class in future press releases.

Courses will be back-to-back windward/leewards and a 20 to 30 mile day race in the Straits of Malacca. The race area is approximately 4 miles directly west of Admiral Marina. As experienced in previous years this is an excellent area with good 12 to 18 knot winds, uninterrupted by headlands, hills or other obstacles with the current being even throughout the race area.

Race management in past years has earned this regatta a reputation of being run at a very high standard and for the forth year Mr Chris Kelly a professional in international race management and coaching from Australia will again be the Race Officer.

The regatta is also scheduled to attract visiting boats on their way to the other well known events like the Raja Muda and Kings Cup. Being first up on the annual Asian Yachting Regatta calendar each year the Asean Regatta is an excellent opportunity to see how the regions most competitive boats line up against each other and for crews to hone their skills before continuing onto other events. For boats wishing to compete in the Raja Muda there is a 2-week gap between events.

Admiral Marina will provide free berthing to all competitors for the duration of the event. This five star marina and resort features individual pontoons, water, electricity, storage, bars, restaurant, swimming pool, tennis courts and many other amenities which will make life a breeze for participants and friends during the regatta.

Port Dickson is located 1 1/2 hours drive from the capital Kuala Lumpur and 40 minutes drive from the KL International Airport (KLIA). There is an abundance of all standards of accommodation available and regatta organizers will shortly post a list of special rates for competitors. It is a great holiday location and we welcome friends and family to participate during the many social activities we have planned.

NOTICE OF RACE

DATE:
22nd to 26th October 2003

RULES:
The regatta will be governed by The Racing Rules of Sailing 2001-2004 (RRS), the IR2001 Rules Parts 1, 2 and 3 (IRC) for Racing and Cruising Class and RORC Sportsboat Rule for the Sportsboats Class, except if any of these are changed be the sailing instructions. The regatta is designated as Offshore Racing Council Category 4 for Racing and Cruising Class.

CLASSES/DIVISIONS:
The Asean Regatta will have three classes known as Racing Class, Cruising Class and Sports Boat Class if sufficient entries are received. All boats competing in Racing and Cruising Class will need a current IRC certificte and all boats competing in Sportsboats Class will need a RYA or RORC Sportsboat Certificte. If there are not sufficient entries, there will be only one class, which will be Racing Class. Racing class will have an A and B division with all boats with a TCC of 1.100 or above in A Division and boats with a TCC of less than 1.100 in B division. It will be up to the Race Committee to decide which boats will race in each class.

ENTRIES:
Eligible boats may be entered by registering with the organizing authority by filling out the attached entry form and sending by mail, fax or email to Regatta Chairman, Peter Ahern with the entry fee of RM500 (approximately USD130) and a copy of their valid IRC2003 Certificate or Sportsboat Certificate by the 10th October 2002. Late entries may be accepted after the 10th October with an additional RM200 (approximately USD53) late entry fee payable. Eligibility requirements are for keelboats which hold a current IRC certificate.

SAIL MEASUREMENT & SAFETY INSPECTIONS:
All boats are to send a representative with their current IRC certificate or Sportsboat Certificate to register with the sail measurer and safety inspector by 1630 hours on Wednesday 22nd  of October for all Malaysian based yachts and by 1000 hours on Thursday 23rd October for all visiting yachts.

All boats shall have the measurements of LL and LP of the largest headsail and the SLU, SLE, SF, SHW and SPA of the largest spinnaker as stated on the IRC certificate verified by an authority acceptable to the race committee and the sails submitted for measurement before Race 1.

All Racing and Cruising class boats will be inspected for compliance of Offshore Racing Council Category 4. All Sportsboats will have a safety inspection.

SCHEDULE OF EVENTS:
1600 to 1900 hours Wednesday 22nd October registration and sail measurement for Malaysian based boats

1000 to 1300 hours Thursday 23rd October registration and sail measurement for visiting boats.

Thursday 23rd October 1830 hours Skippers Briefing

Friday     24th October 2000 hours Tropical Theme Party

Sunday  26th October 1800 hours Prize Presentation and BBQ dinner.

On 26th October the 20 to 30 mile day race may be postponed and replaced by Windward/leeward courses depending on weather conditions and the number of races already completed.

ADVERTISING CATEGORY:
The event will be Category C. Any boat wishing to display advertisements on its hull or sails shall notify the Regatta Office by the 10th October. The Race Committee reserves the right to accept or reject the advertisements and to impose an advertising fee.

PROTESTS:
An International Jury may be convened.

SCORING:
The scoring system to be used shall be the low point system of RRS Appendix A. If more than 5 races are completed one discard will be allowed.

PRIZES:
Prizes will be awarded to first, second and third places for each race on IRC corrected time for Racing Class, Sports Boat Class and Cruising Class and for overall results for Racing Class, Sports Boat Class and Cruising Class. A special 1st, 2nd and 3rd prizes will be awarded for female crewed boats in any class. The Asean Regatta trophy will be awarded to the winner of Racing Class.
There will be prizes awarded for overall 1st 2nd and 3rd places in Racing Class Division A & B.

SAILING INSTRUCTIONS:
Sailing instructions will be available by email or at Admiral Marina by 20th October 2003.

BERTHING:
Free berthing, during the event will be provided to all competing yachts at Admiral Marina, Port Dickson.

LIMITATION OF LIABILITY:
Yacht racing can be dangerous. The attention of owners and skippers is drawn to RRS Fundamental Rule 4: "A yacht is solely responsible for deciding whether or not to start or to continue racing" and to Special Regulation 1.02 (first point) which begins "The safety of a yacht and her crew is the sole and inescapable responsibility of the owner, or owner’s representative…"
